As a founding member of XXL Construction, Cindy Salinas has played a pivotal role in shaping the company since its start seven years ago. As Vice President, she leads the business development team and helps ensure the company’s overall operations remain strong, efficient, and profitable. Known as one of the most recognizable faces of XXL Construction, Cindy also expertly spearheads the company’s charitable initiatives, strengthening community relationships and championing causes that reflect the company’s values. Her leadership, vision, and dedication continue to drive the company’s growth and positive impact.

Originally hailing from West Texas and a proud graduate of the University of Texas at El Paso, Dave Hall brings extensive experience across both commercial and residential construction. As Director of Construction at XXL Construction, Dave is known for his hands-on approach, technical expertise, and commitment to delivering projects with precision and integrity. His leadership ensures that every build reflects the company’s high standards and long-standing reputation for quality.

Winnie Hamilton

Administrative & Financial Operations Manager

With more than 15 years of leadership in financial oversight and operational management. Her background includes serving as a finance manager and operations controller in the Houston area, where she developed strong expertise in budgeting, forecasting, process improvement, and cross-functional coordination. Outside of work, Winnie enjoys exploring new restaurants as an avid foodie and traveling to discover new destinations.
